The most striking development over the past month has been the dramatic collapse of maritime visibility. While AIS (Automatic Identification System) visible commercial traffic through Hormuz has plummeted, satellite imagery tells a different story: substantial vessel movement continues, but largely under ‘dark’ conditions. Windward, a leading maritime intelligence firm, has identified significant concentrations of non-transmitting vessels near key locations such as Larak Island, Kharg Island, Bandar Abbas, and Fujairah, including commercial transits operating entirely without AIS signals. This surge in dark activity, increasing by approximately 600% between April 19 and May 3, peaked at 671 incidents on May 2, underscoring a deliberate shift away from traditional tracking methods.

Why are so many vessels going dark? Maritime experts suggest several possibilities:
– Sanctions Evasion: Some vessels may be directly linked to Iranian trade networks, attempting to evade detection amid ongoing U.S. blockade enforcement.
– Commercial Secrecy: Others, potentially not Iran-linked, might be suppressing AIS to reduce commercial exposure, avoid scrutiny over potential transit tolls, or conceal cargo routing.
– Safety Concerns: As the operating environment becomes increasingly militarized and targeting risks rise, some operators may be disabling AIS for safety reasons.
These categories are becoming increasingly challenging to differentiate using AIS data alone, highlighting the need for advanced, multi-source intelligence.

Adding to the operational complexity, electronic interference has become a significant factor. Approximately 470 vessels near Fujairah and Khor Fakkan were impacted by GPS jamming within a single 24-hour window. This deliberate disruption further obscures vessel movements and poses serious navigational hazards, contributing to the overall degradation of maritime awareness in the region.

Despite the ceasefire, the security environment in the Strait of Hormuz has grown increasingly militarized. U.S. enforcement activity against Iran-linked maritime operations remains active, exemplified by the disabling of the Iran-flagged tanker M/T HASNA. Concurrently, Iran-linked attacks on commercial shipping and energy infrastructure, such as the likely deliberate attack on the South Korea-affiliated container vessel HMM NAMU and drone strikes on the VLCC MV BARAKAH and Fujairah energy facilities, signal coordinated pressure. The presence of IRGC (Islamic Revolutionary Guard Corps) fast craft formations, moving at high speeds through the eastern corridor, further underscores that Hormuz remains an active operational pressure zone.

Kharg Island, a crucial Iranian oil export terminal, has continued its operations under sustained concealment. Throughout the reporting period, no AIS-correlated tanker activity was observed, yet satellite imagery consistently identified continued ‘dark’ VLCC loading cycles, offshore tanker queuing, and sustained tanker staging. For instance, imagery from May 1 revealed 23 dark vessels in the eastern waiting area, including 12 VLCCs. Notably, the sanctioned VLCC MT VIRGO, operating under a fraudulent Botswana flag, was identified loading at Kharg Island’s eastern terminal, highlighting persistent efforts to circumvent sanctions.

In a clear adaptation to increased scrutiny, Iran-linked tankers are adjusting their routing. Vessels are increasingly avoiding the more visible Strait of Malacca in favor of Indonesia’s Lombok and Sunda Straits. This strategic shift aims to reduce exposure to AIS monitoring, sanctions scrutiny, and visibility pressures around traditional Asian transit corridors. The reappearance of Iran-flagged VLCCs like HUGE and DERYA in the Lombok area, after extended periods of being dark, confirms this evolving operational tactic.

The current maritime environment in Hormuz forces commercial operators to simultaneously balance navigational safety, military risk, sanctions exposure, and commercial continuity. The growing disconnect between AIS-visible traffic and satellite-detected vessel movement indicates that the Strait is entering a longer-term phase where commercial shipping continues, but increasingly outside traditional monitoring frameworks. This necessitates a fundamental shift in how maritime awareness is maintained.

One month into the ceasefire, the Strait of Hormuz is defined not by normalization, but by degraded visibility, constrained commercial movement, and persistent military pressure. AIS suppression, GPS jamming, and dark vessel operations continue to limit reliable maritime awareness. As commercial shipping adapts to these challenging conditions, satellite-based monitoring and multi-source intelligence are no longer supplementary tools but critical operational requirements for maintaining safety and compliance in this volatile region.
